Proposal Adequacy Checklist Added to the DFARS

The Department of Defense has amended the Defense Federal Acquisition Regulation Supplement to add a proposal adequacy checklist for solicitations that require the submission of certified cost or pricing data. The DFARS Case 2012-D041 final rule adds a prescription at DFARS 215.408 (6) for a new solicitation provision, DFARS 252.215-7009, Proposal adequacy checklist. The provision contains 36 checklist items. When the solicitation requires the submission of CCPD, the contracting officer should include the new provision in the solicitation to facilitate submission of a thorough, accurate, and complete proposal. DoD received comments on the proposed version of the rule ( ¶70,020.311) from 15 respondents and made numerous changes to the final version. The effective date of the final rule is March 28, 2013.
