Rule Makes Administrative Revisions to the EPAAR

A direct final rule issued by the Environmental Protection Agency makes administrative changes to the EPA Acquisition Regulation. The rule streamlines EPA acquisition processes to be consistent with and non-duplicative of the Federal Acquisition Regulation, and makes minor corrections to the EPAAR. According to the EPA, it published the rule without a prior proposed rule because the changes are noncontroversial administrative-type updates and it does not anticipate receiving adverse comments. The rule is effective September 30, 2013, without further action, unless adverse comment is received by August 30, 2013. If the EPA receives adverse comment, it will publish a timely withdrawal in the Federal Register informing the public that the rule will not take effect.
